Integration of Tolls for Logistics

The government through the Ministry of Public Works and Public Housing (PUPR) is preparing to integrate toll tariffs in several places in Indonesia. Originally, this policy was planned to be implemented in Jakarta Outer Ring Road (JORR) on June 20, 2018, but it was postponed until July.

The delay in the implementation schedule of toll tariff integration, according to the government, is related to the lack of socialization of the policy. “There are many responses from the community that this integration is a tariff increase on toll roads, which is not what we mean. This integration system aims to improve services to the people,” said Director General of Bina Marga – Ministry of PUPR subsidiary, Arie Setiadi Moerwanto.

During this time, according to the Head of Toll Road Regulatory Agency (BPJT) Herry Trisaputra Zuna, the integration has actually started in the Semarang-Solo Toll Road, at Manyaran and Tembalang Toll Gates, and in the Jakarta-Bogor-Ciawi (Jagorawi) Toll Road. In addition, in 2016, integration was be applied to the Jakarta-Palimanan and Palimanan-Brebes East toll roads. Then in 2017 the integration of the Jakarta-Tangerang-Merak toll road was in place. According to government studies, this policy has been instrumental in reducing congestion and expediting the logistics chain in the area.

After JORR, similar systems will be implemented in Surabaya and Makassar. Integration needs to be enforced in Surabaya because of the complexity of toll roads in the city, making it difficult for all users. In Makassar, the system will be applied to Makassar Toll Road Section IV and Makassar-Tanjung Pandan Toll Road, South Sulawesi.

Toll road tariff adjustment is expected to address the needs of logistics services and encourage trucks/trailers to utilize toll roads thus reducing arterial roads burden. The integration is meant to favor  freight logistics and public transport.

However, the favor requires users to be more responsible. “This policy should be accompanied by discipline in driving, logistics trucks that must meet the legal requirements. Because if there is no law enforcement, trucks passing through toll roads are not according to the rules end up making many roads damaged and the cost can actually become even bigger,“said Head of BPJT.
